Here's another possible approach: If you struggle with the shredder, simply jam it with a piece of yourself. This allows you to climb on the shredder and the conveyor belt

Sorry, I completely misremembered how this puzzle works. I remembered that you needed to climb into one of the cages, but it was the third cage, and it was only necessary for the optional collectibles; the first cage is indeed blocked. Sorry for misleading you!
