Anyhow all you need to do is just copy the files in archives folder into Clover Days Plus_Data\StreamingAssets
The config file itself can be ignored it's seems to just be a file for the installer.
Same applies for the loseless audio patch, as well there you can ignore the config file.
I ran into the "not installed" issue as well. While looking for a solution, I came across this guide from the website NookGaming[www.nookgaming.com]. It had the same advice about transferring the contents of the "archives" folder to the ~...\SteamingAssests folder but suggested you did need to copy the config.json file, specifically for the voice patch.
I'm calling this a failure of design of the patch file installer on NekoNyan's part. Not everybody's computer is going to install to the same exact location by default, and some people are going to specifically install it else where. I have two hard drives in my computer, one a Solid State drive with limited capacity I reserve for high system demand action games, and a larger capacity traditional HDD (magnetic spinning platters) that I use for everything else. As a visual novel like this title is not a "High demand" piece of software, I stuck it on the older drive. The older drive is not the one labeled "C:\" on my computer, and donuts to dollars, I'd wager the patch installer is looking on the "C:\" drive for the game. That the patch file installer doesn't give you the option to specify where you actually installed the game is a really dumb design flaw.
