Famous fishing spots are bugged
They does not display on map, I just found one, but it was luck

It's indeed intended.

There was a patch note somewhere in Korea, where it said that 3 spots will appear, 2 will show up on the map and the 3rd will be unknown in relation to it's location. It lasts for 2 hours (all 3 of them), so if you find it, then you have a nice little spot all to yourself.
