Do note that cooldown stat in this game isn't a direct 1:1, for the sake of balance theres diminishing returns.
Cooldown Speed of 93% = Cooldown Reduction of 48.187%
Cooldown Speed of 83% = Cooldown Reduction of 45.355%
Cooldown Speed of 49.66% = Cooldown Reduction of 33.182%
Cooldown Speed of 41.66% = Cooldown Reduction of 29.408%
Cooldown Speed of 33% = Cooldown Reduction of 24.812%
Cooldown Speed of 25.5% = Cooldown Reduction of 20.31%
Cooldown Speed of 19% = Cooldown Reduction of 15.966%
so during high focus your spells cast will have roughly 15% less recharge time, assuming you don't have CDR in any other piece of gear or passive
The way they have this worded and the amount of return for focusing on it, is very much not really worth it. Expensive af to focus on it and you need a crazy amount to benefit from it on a pve aspect. pvp... sure, but fights don't usually last long enough to really do more than 1 full rotation with such high reduction "speed".
