They restricted it because EA servers are ahead when it comes to milestone content unlocks so someone on EA could have gear and progression that isn't possible to get yet on the launch servers.
My guess is that they will allow it when the current milestones are over and the launch servers catch up.
yeah i wish they had some kind of milestone that EA had to reach before disallowing, friend of mine only logged on to claim his name and all his rewards like battle pass etc and didn't even play until after official launch and he was still restricted so had to make a new toon to play with the rest of us loosing all his goodies and access to the battle pass since its per char not account.
The milestones don't unlock based on completing the objectives. A lot of people are confused about that because it's presented quite badly in the UI.
They are simply timegated content unlocks for the entire server. The objective has nothing to do with anything other than the minor rewards. The new content becomes available even if you don't do the objective.
Brand new characters on the EA servers can run straight into, say, Shadowed Crypt or Sanctum of Desire if they really wanted to (unless level restricts them going in or something).
