How to use character customization save/load?

Clicking export used to save my customized character settings to a folder, and loading would let me open that folder and choose - but the pop-up doesn't happen anymore. Is there a workaround? I tried running Steam + game as Admin, but idk what to do...

It worked in the beta. Full release, doesn't work at all for some stupid reason. Who knows when they'll fix it given Amazon Game's track record with Lost Ark and New World. Even loading from the QR Code doesn't work (at least for me it doesn't).

It comes and go and nobody knows why.
I'm waiting for it to use a character ticket because I made a good one the last time it was available. It was 2 month ago.
