Exit the game but Steam still thinks it's running?

Since I started this has been an issue. I will exit game from the menu, and when the game is closed steam thinks it's still running. Until yesterday I could hit STOP and it would be fine. Now I hit STOP and it does nothing. Try to exit steam, says waiting for Throne and Liberty to close. Have to end steams process from task manager. Is there something wrong with my install? This is the only game I have an issue like this with.

I ve got the same problem. You can stop the running through the library.
