ERROR 100199 try to REINSTALL GAME BUT "NO LICENSES" after that

H-1 before update 12-12-2024 i got error 100199, this condition cannot make me launch game just only when use VPN i can play the game, but with VPN i got delayed, so my friend tell me to remove TNL from library and re install it, but when i want to re install i cannot do it because "NO LICENSES" appear,
I have done a few things, like
1. Change steam account in my PC and still got the same
2. Give my account to my friend and my friend try to add throne and liberty game in his computer and still got "NO LICENSES"
3. Running my friend steam account still "NO LICENSE" when my friend no problem running TNL in his PC
4. Using VPN for download game and change currency and still the same
5. Try download in my office PC and with multiple account still got the same

i dunno what should i do next, can someone help me for this ??

I just got same problem yesterday, don't know why. check the account about penalties, but I don't have any penalties or whatever. anyone find the solutions?

for my case, both of way with vpn or not are failed. but what I found strange is when I try my friend account it's can be downloaded and played. and while the game already in the pc when I right click the options "remove from accounts" is not available for my steam account, while the others have it (my friends account).
and while check about "penalties and appeals" it's state "There are no penalties associated with this account". you can check it on their website amazongames. com/en-us/support/throne-and-liberty/tools/appeal-a-penalty?platform=steam

i think i found the source of this problems, my licenses of throne and liberty gone and cant get it back. try fresh install with and without vpn still no result. already 5x times doing that. only can be installed with account have licenses. we can check the licenses at https://store.steampowered.com/account/licenses/. i think my friend prank me while i play on internet cafe, remove the licenses while i order food.
