Bow Mastery Perception +2 Doesn't add to your stats.

Any one else experiencing this? adding getting it nothing gets added to my total stats?

The actual mastery system gets active ONLY if you have said weapon in your hands. If it is not in your hands the mastery goes off.

SO, if you have your bow as weapon not active in your hands, that bonus wont activate till you switch it.
