Chat not working

Just want to ask are you above lvl 20? game wont let you world chat untill 20

Same here.. I can type in it but apparently no one sees what I type and when I hit enter I don't see what I typed appear like it use to. Also can't see any party recruit invites.. I can see most everything else just not what I stated above.
