Why T2 weapons are so bad?

Bow 5 STR while my T1 has 10 DEX
It looks like they want to nerf previous builds
PLUS! you can't complete a set because they are missing parts (or are they drop only from bosses?)

it is not an upgraded item.... it goes to +12 and with higher damage output.

If you are talking about Archboss weapons then it is comparable to most t2 weapons (some T1 Archboss even better functionally in PvP).

Its almost like they dont want whales maxing out a character 3hours after a patch and have to do content to unlock stuff with their server.

Is this why they buffed the old archboss weapons to T2 so they can be +12d right away and remain relevant all the way through, competing even with the new archboss weapons we won't see for a while?
