Unable to transfer trait?

Is it true that we can't use an item and transfer the trait to another? Same type, same color, same trait. Both are upgraded to some levels and can't use one to merge to the other. Where can I read that I cannot use the trait on the weapon once it's leveled up? Not even mentionned on the item itself.
