The easiest way for a player to get their hands on some Rare Enchanted Ink is to visit one of the three Contract Coin Merchants around the game's map. Found in Kastleton, Vienta Village, and Stoneguard Castle.

wrong.... you only get the enchanted ink (purple gear) there.... not the "RARE" enchanted ink that you need for blue gear.
It was an oversight by the devs not to add it when they changed the system from korea to western mechanics. this ink isn't ingame at all!!!!

the rare enchanted inks have been disabled until they fix the issue with it. This was in one of their patch notes.

You can craft blue gear via your lithography book. But it only contains a limited number of items and you can only craft them once. But the material is very easy to get cause they are basically green gear you can craft for next to nothing.
