Not having a strong enough fishing rod OR your fishing level is too low.
Keep trying it'll get easier and before you know it (If you have the bait) It's 2 hrs later :D
you have to snap it "Q" on pc, when the bobber goes down
if you do that you have a little leeway
now, try to keep the "stamina bar" ( green bar ) above the fish bar, go the opposite way the fish is "pulling "
hence the snapping, it gives a little headway, if you do not use the snap you're in trouble
fishing is easy, just gotta figure out how
i'm only level 7 in fishing tho
trying for the steel rod but that's not so easy :P
To upgrade to better rod, you need 10 items that you get from... fishing. Some kind of chest, with idk the item names, can check in craft window, to upgrade to blue rod. That could have better rate to win the "fight" with the fish.
Then there's another rod upgrade, same story.
Watch vids on how to. Short version is that imagine a line between you and the point where you cast. Then make that line wide, about same length as your character's height. If you let the to fish to drag past this line, the cursor changes to red, and you can't do anything, except start over. Don't wait for angry animations, when you see you lost (from red cursor, except if you close to catch it, you can do it in red too) then just press the interact key (default is F ?) and start over.
The fishing minigame is about pressing A to counter the fish moving to right, or press D to counter when moves to left. In game terms, the "fish is too strong", so you can't counter it if it is too strong, just start over, don't waste time and patience (bait is lost anyway).
The point is that the game decides based on RNG that in most cases the fish is too strong, and you lost. All you do from there is just time wasted.
When the fish is not too strong, you can drag it towards left and right. Do that until the fish health goes down and you win. Release for a second or two when you out of stamina, and keep dragging again, focusing in keeping the fish in the middle of that imaginary line described above.
It's a game of patience, but above all, a game where you are "destined" to lose 99% of time. At least at start. That makes you lose time and bait, but you can be smart and cut down on time wasting if you give up fights that clearly you won't won, because it's not possible.
I don't like it, it's not real at all. But if you can stomach it, there it is. Maybe you can make some money from the fish based food sold in Auction House, if the game doesn't die soon and you are too poor to Pay to Win properly. Or who knows, someone may love this mini-game as it is.
Edit: I finished the quest at least, got 8 fish, but were in different spots, maybe some spots are easier, but none is "easy", you will still fail most of the times. Just don't mind it, it's made like that, it's not your fault, it's not about skill, at least in cases where the fish is "too strong"

i lost maybe 10-15 fish in total ( i'm level 8 now in fishing )
"all stand in the black circle".... watch guy run into corner on his own.
"press 1 to dive your rat into the ground"... watch guy run into corner.
literally two buttons. left and right. even games on the atari 2600 had left, right, up, down and fire. we certainly didnt call it "work".
Fish go right. pull left.
Fish go left. pull right.
How about fish go right. pull left. fish still go right. endurance goes. fish still goes right. fail. 4 out of 5 tries and then it works once. If fishing is that easy for you we clearly had two entirely different experiences and I am clearly fishing in the wrong place.
I still have 23 bait left from 50, but that's too much details, I already wrote a wall of text. But certainly is not a mini-game I like. Not hating it either. I don't fish much, but in ESO liked the mini game most (still didn't fish more than 30 minutes there). I just did it for that quest and to test it, and I said that it's not my kind of fun and after I got enough for the quest, just left.
Maybe one can get a better ratio from 27 bait vs 7 fish ( or was 6 idk) as a newbie. Why not. I just was happy that I will never have to fish again.
Only way you don't ever fish again is if you never craft yourself the food buffs that use fish...which is a thing for "end game" Hopefully there is a work around. I'll be honest with you I doubt I'm going to make it to endgame.
