Open World Dungeons with no mobs????

Very low amount of mobs in open world dungeons with tons of people. Very slow respawn time, it's literally impossible to farm in here. Is this intentional? Open world itself is full of monsters and very fast respawn time, but in open world dungeons it's the opposite. So weird no?
