Buffs and Debuffs: Is it just me?

I spent about an hour trying buff and debuffs on the practice dummies in town. with no buffs, the rotations of spell output about 4k. then with buffs and debuffs it did 12k, but then with buffs and debuffs again, it was back to 4k. buffs and debuffs don't seem to be doing anything. An auto attack with no buffs doing 70 - 90, with buffs and debuffs was still doing 70 - 90. Has anyone else noticed this?
