So far seems less expensive to get a decent experience from this than BDO or Lost Ark. You can play ESO for free, but it's not nice to be limited. Same with SWTOR. So not many good MMO's exist which are free and don't need to spend.
It's also fair to spend some, if you like a game. But can test it for free and decide if you want to stay and spend, and how much to spend.

Yes, it is possible to complete all content unless you consider winning PvP battles to be "content". You need to pay for that or just play the game 24/7. Both options work.
You do, however, need an active guild.
