However, if you need that many hotkeys you are doing it wrong
Thats the biggest bad decision.
Thought i could change the bars during fight but this block is really stupid.
Use the edit UI feature built into the game and move what you want where you want.
1. You need to put the skill in a hotbar to be able to use it.
2. You can ONLY use the skills that are in a hotbar.
So the clearly designed intention here is that you do not have more skills available to use than fit in ONE hotbar - which is twelve skills.
They're forcing you to weight the skills against each other and choose the subset you want.
