on the roadmap says would be unlocked today, don't know exactly when and how. Maybe based on server milestone?

I believe those are locked behind a level requirement.

I can buy scrolls for contracts but no explanation as to where when or how to unlock content?
I Basically wasted hr's just to find out here on a forum that they are locked for whatever reason lol

so this particular content is locked behind milestones...which you can find in your ingame menu...for syleus 3 and 4...you and your guild need to defeat 50 Evil Eyes in the Mana Wastelands...you should get a notification that says that the milestone is complete and then u should have access to that content

Edit: notice how usually one of your first quests says something like "Your Guild has defeated Talus" or "your Guild defeated slimes in the Jura Tempest Forest"? when you see that then you definitely jump on it
