I will quote him: "Hello, people of this world! Finally after ages without the help of any online forum or help from any Microsoft support executive I have come up with the final solution for this problem.
Download xinput1_3.dll - 32 bit and paste it into the immediate directory of the executable with this error. It doesn't matter if your computer is 32bit or 64bit, only use the 32bit version.
It worked for all my software, and even if this does not work use the Dependency Checker (updated) to determine the missing files, it is possible that 64-bit versions of those dlls may work for you, but it is possible that even if you have a 64bit computer yet that application might require 32bit version of that file."
