It is standard for any product that it is declared what is included. What is not included is not mentioned. You cannot cross play with a Gameboy or an Atari console either.
There's nothing to implement-- GamesiD lets you link your Steam account and all of the character data is server-side. All that would change is logging you into the already-linked account. Cross-play is implemented already.
The only reason to do this is "we want people to be able to buy things from storefronts instead of just buying them from the game," which serves an infinitesimally smaller group of people than those of us who own both a console and a computer.
