Then after that we run Cave of destruction same amount of runs to get hes wand

If this was true it should be easy enough to check.
To do something like this it would need to go off your own gear/skills to tell what you may be after.
At some point in the code the loot will be generated....it could be at the dungeon spawn point/start, it could be when the boss dies or when the chest is actually opened.
So if your for instance a healer put a tank set in one of your loadouts before each of those points to test.
There's also different loot generation techniques that could be at play.
When monetizing an economy they can't risk saturating it due to relying on a totally random loot generator, so what games like warframe for instance do is have the loot in a table server side and inject the loot items into it at random times. That way they can precisely control how many of 'x' type items are in the population.
From a drop chance perspective it's no different overall but for a user it can be very hot or cold because everyones pulling from the same list you can easily fall into areas where there's just nothing because other users have gotten them before you.
Absolutely agree here! Its 5% Chance on every Run.
Sometimes you hit, But 95% of the time, you wont. Simple Math.
Yes on all accounts.
