Having a set known hardware setup they can have a tight specific code, instead of a generalized code that works on 15 different flavors of PCs.

PS5 drive is not better th an a last gen samsung evo m.2
PlayStation has not better Drive speed. Not at all.
And also the PS does not have upscaled textures wich results in less storage needed.
Also I have no idea what you wanna say with 15 different flavours of PCs? Every PC uses the same Files from the Game. There are no different Versions of PCs.
The pc version has to have low textures, mid textures, high textures, very high textures..that alone is going to take up a lot of space, even if the end user is only using one set of them. The pc version also has to calculate the shaders once after the game is started, because every pc is a little different, while a ps5 can have all the shaders precalculated because each system is the same.
Literally has nothing to do with the ps5 being "better", its because the pc version has to accommodate a vastly different range of players. It's the simplicity that makes the consoles easier to develop for, that is why so many developers hated xbox having two different consoles with different hardware; They have to make the game work for both.
Also why pc ports of console games tend to be so terrible..it doesn't matter how bad the optimization is, how much spaghetti code the game has, as long as it runs properly on one ps5, it will run on all of them. They only have on goal to reach with the ps5, so as long as the game works in the end, it doesn't matter how bad the code is. Port that to PC where the game actually has to be programmed well and support a range of hardware..well we all know how that usually goes.
