Disconnected from server

I keep getting a black screen and pop up saying
disconnected from server.
Reason: System Request (100199)
Any help would be appreciated.
Started after finishing the latest update.

I have updated windows, checked all drivers, disabled virus protections, checked file integrity, and did every other "fix" they have suggested. I uninstalled the game and re-installed which let me play for about half an hour before it disconnected again and went right back to black load screen with the same pop up saying
disconnected from server.
Reason: System Request (100199)
I would like for them to at least tell me what this error is referring to. I can't find any information on it.

I disabled IPv6 and was able to log in finally.
Disconnected a few minutes later and the same 100199 error is right back.
