also, you do know games cost alot of money to make right, and you paid jack diddly to get access. I mean what audacity they have, to want to make money from a game they spent years and probably millions making
The game has monetization, this means that everything is done to extract cash out of you. Grappling is buggy? To make you whale and survive fall damage. Can kick randoms? To make you whale and be a desireable party member. Wife cheated? Cause a whale slid into her party
This is what was done well in Guild Wars 2, can heal randoms there, share boons, also can share mobs there and both get loot, can gather together from same resource and both get items. In FFXIV also can heal random players, though can't share loot there if not in party.
These small things go a long way to create a cooperative community, where players help each other out, or the opposite: a game where nobody cares about others. Most (or all) events are also "competitive" in T&L, it's all about who gets first spot with most kills, by stealing the mobs of others. I'm ashamed to participate in events, rather not have rewards then feel bad about them.

There is a reason to that. This is a pvp game. Healing random player plays a big risk to opposing teams. That's why you can only heal players that are in your party, guild mates, and friendly units, to prevent exploits.
Other games have done this already. I agree with the OP. Back in Star Wars Galaxies a random person healed me in open world when I needed it and I thought it was very cool. We even became friends and joined a clan together eventually. Part of the MMORPG is that playing solo is not the same thing as single player and creating more options to interact together is great.
You can also help them, by just adding some damage to their targets.
