Sanctum Server not Showing for Transfer

So I and a couple of friends are on Soulfire in the Western servers. We have other friends on Sanctum, and are trying to transfer there. However it's not showing up in the transfer menu in game, even though the server is being reported as online and open.
What am I missing?
