cloaks and hairs flickering

I see peoples cloaks (it's actually the guild icon itself) and hair flickering whenever I'm in a large crowd. It's not everyone's, just some peoples hair and cloak icon that does that.

Anyone know a fix for it?

Edit* Forgot to add that whenever I move my camera close to that character and zoom in, then zoom out again, the flickering stops.

just zoom in to them for a second its some ♥♥♥♥ with their color choice messing up
