Wand skill bug: Time for Punishment

The skill "Time for punishment" states that it has a 90% chance to apply Curse: Weaken on the target on top of the skill damage resistance reduction.

i spent 30 min recasting the ability repeatedly on multiple targets and it never applied it, even low-balling it at 3 times/min that was over 90 casts of the ability.

I think because the Weaken: Curse has no listed effect in the skill it is simply not applying. There are 2 different types of Weaken: Curse on the wand and tome kit in the first place: Touch of despair, and corrupted magic circle. they each have different damage ratio's so i assume the Time for Punishment Weaken: Curse would either have its own ratio's or it would copy one of those effects?

I've been having issues with this skill as well. Only the past couple of days though. It was a massive part of my rotation but now every time I try to cast it on something it gives me "invalid target" which it clearly isnt. Not sure what's going on with it lately.
