Hardware - CPU/GPU advice

Heya,
Hearing a lot of mixed things for people with higher end hardware than me and looking to gather some more informed intel before making a purchase.

I currently have an i7 9800k and a 1080 ti. With that I seem to sit between 20-40FPS depending on the content. (settings low-mid with expection of the bugged ones)

For those that are able to reach 60fps what are you running?

Bonus Q: Wondering how much is CPU vs GPU for MMOs. Always confused me. Thanks

RTX 4090 + R9 7950 X3D, full ultra settings on 4k screen 200+ fps with average on 140-160 on screen clutter content

My wife runs it on a 3070 with a i9 10900 and has normally around 100-120 fps, down to 80-90 when lot of spells and clutter around.
