Are you on an early access server? I thought I read that you can't transfer off of those yet.

clicking on purchase button from the server transfer screen ended in "purchase unavailable"

instead - i scroll through the shop and somewhere in the middle was the transfer ticket
i bought that one and went back to the server transfer screen
and transfer worked just fine
