Are you doing low level expedition?
You need to do higher ones, to get exp.

i do the highest there is , and have been lvl 11 for a week just didnt notice .

Try another expedition, for 1 hour, im max lvl already..always took the next level one..
never had any issues, even did the last level through daybreak shore for the epic rod, never got it tho..
