Something like enforcer helm / decor champion chest / gloom gloves / enforcer pants / gloom boots would get a ton of str, however it has no magic traits. So you'd settle for melee and range instead

The item choices make total sense. For starters, you want Perception and Strength. So a lot of pieces are picked to stack those stats. Then you also want Max Health wherever you can get it, which is usually on plate armor pieces (so Melee+Ranged endurance). The build focuses on stacking Damage Reduction and Heavy Attack, offers some Mana Regen and more Base Damage, and adds Attack Speed, Range, Stun Chance, and Collision Chance. ALL of which is great for PVP combat since crowd control is how you fight as a tank.
With high Perception, Strength, and Max Health, this is a fine tank build that focuses on survival and AOE CC.
