If you are a mouse player, the mouse may be the cause.
In my environment, the screen drops frames when I use a Logitech G502X.
I changed to a different mouse and it runs smoothly.
It is similarly comfortable when I use a gamepad.
It may not be optimized for the high polling rate or wireless connection of some mice.
Defo your PC is this issue, 7800x3d with a 4070 super here, 4k max settings 60-80fps normally with lows of 40-60fps with literally 100 people on screen is towns/hubs. Also see the many streamers with similar specs not having issues.
Try driver/windows updates and some trouble shooting maybe
