I also had a lot of frame drops in my environment, even with a 13700k RTX4080, so I investigated.
If you are a mouse player, the mouse may be the cause.
In my environment, the screen drops frames when I use a Logitech G502X.
I changed to a different mouse and it runs smoothly.
It is similarly comfortable when I use a gamepad.
It may not be optimized for the high polling rate or wireless connection of some mice.

Defo your PC is this issue, 7800x3d with a 4070 super here, 4k max settings 60-80fps normally with lows of 40-60fps with literally 100 people on screen is towns/hubs. Also see the many streamers with similar specs not having issues.

Try driver/windows updates and some trouble shooting maybe

Wild idea, but have you considered you might need to drop the settings down? I'm running at 1440p through Proton with no performance issues, 80+ in most areas, only dropping below 60 in towns. In terms of both client and server performance, this is the best optimised MMO I have ever played. Even on launch day in a city filled with hundreds of players moving about the game runs smoothly, with no noticeable FPS or server stutters.

Figured. That's why I checked before downloading. I'll see how it plays on my 12700k and 3080. Rofl at the people saying it's your PC then proceed to say 40-60 fps.

Dude I'm on an i9-9k with a 4060 on 2k resolution with 120 frames in the Kingston, make sure your drivers are up to date. I haven't stuttered on a single thing. Also the new Windows update had a massive issue, so it could be 100% your PC.
