So instead of playing the turn of every single characters the game shows you what they're doing in real-time.
Very visible in KOTOR, when a character ran to an enemy and stood there for a second because the new turn hasn't started yet and he used up his current action by running.
it's neither turn-based, nor real-time :D
I suppose the "real time" refers to the fact that if you do not use your abilites when your timer is green, the timer of the enemies continues and they keep attacking, they don't wait untill you attack first.
Anyway, this is my take, and this sentence "turn-based real-time battles" makes little sense regardless. :D
