Yep, there goes one I never got to play beyond the demo. Played the hell out of Alice and F.A.K.K 2 but I'll keep looking out for them in the future, hopefully GOG or Steam will add them one day. Now you've got me thinking of Nocturne.
obvious chocies:
Blade Runner, Deus Ex, Nightlong: Union City Conspiracy, Gemini Rue, Beneath a Steel Sky
each plays in its own and unique utopistic cyberpunk universe, protagonist wears a trenchcoat, Sun is an unknown lightsource and it's always rainy. love.
not so obvious choices, but might be worth to check out:
Kingpin, Clive Barker's Undying, Devastation, SiN, Final Fantasy VII, Septerra Core, I Have No Mouth and I Must Scream, Shadowrun, Planescape Torment, Strife, System Shock, Outcast, The Longest Journey, Dreamfall, Syndicate, Red Faction, Sanitarium
apparently it would be easier to find a match if you narrowed down the circle or highlighted a particular concept.
that's a tough one as there are way too many games with such features, but if you seek cult-classics only then in addition to many from above here's what comes to my mind:
Elder Scrolls (if you start up Daggerfall now your grandchildren might be able to finish it..), Fallout, S.T.A.L.K.E.R, Arcanum: Of Steamworks and Magick Obscura, Icewind Dale, Baldur's Gate, Neverwinter Nights, Temple of Elemental Evil, Wasteland, Diablo.
i haven't played them all, only known of, but i guess they all fit your description in one way or another.
BTW is it bad that I've played at least some of every one of those games except Gemini Rue and Blade Runner? Some would say I had no life but I know I certainly did, how did I find all that time lol?
Outcast (I know milkman above mentioned it too, but this really deserves another mention!).
Giants: Citizen Kabuto.
The latter is really funny imho, but both have humour in them. Also basically sci-fi and open world. They are from about the same time period as Anachronox too (Well, 1999 - 2000, so they're not new any longer).
