Not completing the download

when i click install instead of actually downloading the game it creates some empty folders and steam says at first "missing downloaded files" and after refreshing "disk write error",
i tried verifying file integrity and installing in another drive but it doesn't solve the issue. any ideas?

No idea really, best guess would be files disappearing during installation...
maybe try installing it in a different drive

Just had this exact issue too. Tried installing it on the D: drive(HDD) many times but every time I got the errors, even after restarting Steam. I just tried installing on C: drive(NVMe) and it installed without issue. Weird.

Now that I think about it maybe deleting the download cache(in the Steam settings) may have done the trick as well.

Moving it manually(through Steam) to D: drive failed at first because the (0 bytes)folder still existed on the D: drive. After deleting that it moved successfully. Perhaps deleting that folder first will allow initial installation without issue. Makes me think something is up with permissions to write to the folder, as the game's files are successfully downloaded to the cache at first but then fail to move to the install folder. Weird stuff.
