Report a translation problem
It could be that something got corrupted with the Redistributable installation and it's causing it to trigger another download each time, without ever being able to fix the glitch. If you were able to remove the files and download it fresh and clean, that might help. Are you able to play the game once the files reinstall? Not that you should have to sit through that every time, just curious.
Googling about a bit, I've found a few potential solutions.
The easiest (and least "dirty") one is to try and run steam as administrator (should only need to do this once) and start the game. What sometimes happens is steam can't mark the redistributables as "installed" in the windows registry, and admin mode can help alleviate this.

I'll summarise them below:
The second solution is to delete the installers (or rename the the redist folder) from the games "redist" folder. I see this as a "dirty" solution because you're essentially forcing steam to not "find" the files rather than actually fix the underlying issue, but sometimes, dirty is good enough
The third option is to go into the registry editor (if you are confident enough to use it) and create the "installed" key(s) yourself. If you want to try your hand with this solution, I suggest reading more in the reddit post I linked above.
