Does the number of enemies scale with player-count?
By way of example: If you're seeing pairs of cannibals at a particular point in a single-player game, would you see a lot more cannibals at the same point if you had four players in a co-op game?

yes and no. In peer to peer multiplayer client actions count for the host, which includes aggressive actions. The more people who play the faster aggression tends to rise and as those players spread out it can rise in various areas of the map, causing more frequent, larger, and more aggressive groups to spawn. It's technically the same as the single player mechanics but multiplied by multiple players. The cannibals don't specifically double up just because another player exists, but even in single player the cannibal groups get larger, stronger, and more present as aggression rises...aggression just rises significantly faster with more players annoying them.
