This will have Steam hash all of your downloaded game files, compare them to the hash of the intact latest version, and re-download any damaged files.
In short, if anything is broken in a game's files on your end (in your downloaded version,) this will fix it. If the break is "in general" like a glitch that occurs for everyone who plays the game, this will not fix it.
