Why can't I combine the Timmy's toy if I have all the parts?

Yesterday I got all the parts for Timmy's toy but when I want to combine them I just can't. Am I doing something wrong or is it bugged?

I'm in multiplayer, and I may have gotten the arms and legs from the same cave.

Also, the Steam achievements page says I have 2 out of 6 parts. wtf

It does seem like something is messing up there, but from what i can see your achievement says you got 5/6 parts currently, chances are the last one its waiting for is the leg that happens to be on the way to the ending anyway so it will likely sort itself out as you keep playing. Maybe not for actually constructing the toy, but for the achievement progress.

edit: if all else fails, use of console does not disable achievements. Can remove the toy pieces from your inventory and gather them again to see if it'll work then

I've already gotten the achievement, but I had to make a new save and get the parts with the console.
For some reason in the other Co-op game I couldn't combine the toy parts even though I went to all the locations for all the parts.
