In the end, it was a dying Logitech mouse that caused instantanenous disconnect-reconnects. These reconnects of the mouse made it pop up in front of the game.
Thanks to this thread, I was able to identify, test and verify that behavior. Fortunately, I can fix it by backing out to the main menu (without having to exit the game), but that's still not a good option when hosting for several other players. I also have to ignore my secondary system entirely as one quick swap over to it means I have to stare at the options mouse cursor in the middle of the screen for the rest of my play session.
It's shocking to me how much of a lack of support this game has had post-release. Doesn't give a good outlook for the sequel Sons of the Forest.
