And there is one pool with fish, but you can't reach them with the spear, although you can get under the water and stand to spear them. Unfortunately don't know where the pool is exactly, its pretty well hidden, and no landmarks near to really guide you there. Though better if there were fish elsewhere anyway.
I checked other pools and there were no fish where there used to be, as I always set up camp by or near pools.
What I do to find out if there are fish: go stand in the middle of the pool and open your inventory. If there are fish in it you can see them clearly swimming through your inventory :-)
I'm not kidding. It happened several times that I stood in a pool and thought that there were no fish, and when opening my inventory I saw them by the dozens swimming around.
Many ponds do seem to be missing fish tho :P
Best place, though, is around the cliff and up to the black rocks. Shallow water there with eager fish.
