Thats the effect its had for me. Every time I build one and light it I seem to attract the cannibals more :/
if you build them with purpose of scaring them off you should stand closer to it
Now I build my sculptures on the hill overlooking my base so I can better appreciate them at sunrise.
These are most effective for temporarily driving them back from you for a moment of respite(they shouldn't attack you in the radius unless you antagonize them further), or filling gaps in your walls and defenses if they are damaged or not yet ready.
