if you climb down the cave near the little lake with the boat on it, you could pick up one without even fighting the mutants. the torch is right near the rope.
It is also the easiest cave to get deep down with fire arrows to get the airbreather for diving.
if you have one already, you can enter the cave by diving into the hole underwater at the same lake with boat, inside the wall (underwater).

Easiest place to get it and easiest way to get it is after being kidnapped for the first time. You'll find a Compass, Modern Axe and other goodies, at the location they take you. Then with the Compass on the way home, find the Torch and Katana ;)

Yep that's where I always get mine from, plus there is a pot there and a decent stash of booze and meds (which always go well together).

the flashlight is really dissapointing i had to find out.
Use the fire torch instead - the light source from the rebreather is pretty good too, but only works underwater :/
