Report a translation problem
First, make sure your console is turned on. This is done at the main menu when you first load up the game by blindly typing "developermodeon" (there is no text box for this, you just type it while sitting at the menu/title screen). You can check to see if it worked before you ever even load up your save by hitting f1. That should bring up the console if it is turned on.
Second, make sure cheats are enabled. If you know you turned the console on, and have gotten the console to come up at the main menu but you cant get it to do so in game, this is why. In your settings there is an option to either allow or prohibit cheats, which in this game is exclusively whether or not the server allows players to use the console, it does exactly nothing to stop 3rd party cheats.
If all that is right, the last option is incorrect commands; though if you got this far, chances are you also have a reference for the commands like the wiki so I doubt it's the case but hey, better safe than sorry. In both buildhack and itemhack the full command includes the commands state, as in it would be "itemhack on/off" or "buildhack on/off". If exactly none of this fixed your issue, we might need a bit more information about what is actually happening so we can help you fix it.
