Meanwhile, there are a couple of places where they spawn one or two that ultimately mean nothing and see little to no activity.
Sadly, there are no definitive in-game maps to tell you where they patrol most. There are, however, online maps with that information you can look up.
Even then, the longer you play, the more things get harder and even previously "safe" areas can become dangerous as patrols ramp up. However, if nothing else, an island or a cave you already cleared tend to be virtually immune to cannibals.
This website has a map you can use that show spotted locations of cannibals and other useful information like caves also.

There are some areas that are well known for a high amount of patrols; places like the land bridge where several cannibal patrols must use the same bit of land to cross into the other portion of the map, near cannibal camps especially main village, or near the yacht and its big hill. There are also places known for how few cannibals you will have to deal with like inside cleared caves, on any of the smaller islands offshore, or certain tucked away areas that are often protected by nearby water. Otherwise, there are cannibal patrols pretty much all over the map. Some places are less frequently patrolled at first, like certain areas in the snow, but once they do know you are there that will also change.
