Admin Cheats not working

Hi there,
I have recently purchached a server and began playing. I do in fact want to take advantage of the cheats in the game and have done all the correct steps in order to do so. Just to reiterate these are the steps that I am doing.
Step 1: Go to Options > Gameplay > Allow Cheats (On)
Step 2: Main Menu > type [developermodeon] – this will allow console commands
Step 3: Press F1 to open/close the console > type/enter console > hit Enter
When I am in the main menu or in a separate server I am able to bring up the black bar at the top of the screen when pressing F1, but when I am in my own server the bar is not showing up when I click F1. Yes I do have my numb lock on and yes I have cheats enabled on.
This is a very strange issue that I can not seem to solve anywhere else. I have fully played the game cheat free, I just want to have some extra fun while playing in a creative mode. Thank you in advanced for any help or tips.

is for cheats on servers that have enabled cheats

I assume it's dedicated server...
You need to enable cheats on this server first
