First you need to craft incendiary arrows (arrows + cloth + booze) and switch to them. It should be noted that crafting incendiary arrows will convert modern arrows (and, presumably, bone arrows) into regular wooden arrows, so make sure you're putting wooden arrows on the mat if you want to save the modern ones.
Switching arrows is done by looking down at your bow, like all the way down, then hitting R. For VR, I assume that you would still need to look down, then replace "R" with whatever button is used for changing the color of house icons and marker flags or cycling materials over a fire.
Once you've got the incendiary arrows crafted and equipped, there's two ways to light them.
Firstly, you should be able to light them by holding down the lighter button (assuming that VR has a dedicated button for bringing out the lighter). I had problems with the lighter prompt not showing up after switching arrows. Putting the bow away then re-equipping it should fix that.
Secondly, you can light them by building a fire (standing is the easiest, but even a basic fire will do if you don't mind crouching down), drawing the arrow, then sticking the tip into the fire. You must draw back the arrow first, just sticking the tip into a fire without drawing it won't work. You can relax the draw (right-click, or whatever the VR equivalent is, same button as blocking or readying a spear for throwing) once the arrow is lit and it'll stay lit.
