All you need to do is find a RAM DRIVE software! Install the ram drive - File copy the game to the new drive letter - it still runs - steam may not point to it initially - but with very little setup it will! ( Like changing the file location in steam ) or just run the executable if you dont need steam to run for the session. There is no faster hard drive -- none. You will literally be running the entire game in RAM.
Should I point out that if the game still lags - you cannot blame the harddrive!
No money spent - no hardware tweaking! ( unless you buy the ram drive software )
Shameless Plug -> I use an old version of 'Dataram's Ramdisk'. www.dataram.com
Even their 64 GB version is only 22 dollars! Well worth it for anyone that has extra memory. RamDisks well out performs SSDs! You did buy that memory to help with having a faster computer right? Try using a ramdisk! No moving parts = no temperature + no failures + absolutely no lag!
I know that DataRam's Ramdisk can autosave to the real harddrive in intervals that you can choose ( every few minutes or so). You wont feel that or you can turn auto save off - and just update the real harddrive when you are done using it.
When you reload it - reboot or whatever it will contain the files you placed on it last time because you saved it back to the real hard drive.
Another Hint: - Have windows use the ramdisk for a location of the swap file and feel the speed with anything that might want to swap.
Read the website -- it will sell itself!
