Smack
This fixed my issue, thanks alot dude!
It turns out Windows was automatically compressing the game save files which are found in the AppData folder (as Windows vexingly does to save disk space at times). Turning off compression for the game's local folder fixed the problem for me right away when nothing else was working.
Generally you can tell if a folder is compressed by the presence of two blue arrows in the upper right hand corner of the folder icon. The files are in "AppData" which you will need to enable hidden folders to see. These instructions assume your user data is saved on a drive called "C:\\".
The game file directory is at "C:\Users\%USER%\AppData\LocalLow\SKS\" if you right click the folder "SKS", go to "Properties", then click "Advanced" in the "General" tab, and then unselect the box that says "Compress contents to save disk space" this will decompress this folder and if your problem has the same cause as mine, the game will now run normally.
You can turn off compression for all of "LocalLow" or all folders in general but I found that this was not necessary to fix the problem with this game. The "SKS" folder is also where you can find your save files if you ever need to do that. Hope this helps someone!
